Born. But too often schools prohibit leaders from being made. Check out some of the stories on http://detentionslip.org to see what I mean,

I think that great leaders are made out of born leaders. Just having a natural urge to lead doesn't mean you'll be any good at it.

I think great leaders develop as time goes by. They need the following characteristics:
1) Communicate efectively
2) Understand the needs of the group
3) Setting the example which is one of the most important skills a leader should have.
4) Good organization skills
5) Motivate and encourage people
6) Sharing responsibilities with other members
